Sadly there is a reason, when you search for Handicap Accessible beaches in Panama that bing and duck duck go and google come up with a Florida USA city instead of the real Panama.
If you want a good handicap accessible beach in Panama, you are going to have to take a $130 or so flight to Costa Rica and visit Jacó instead, or one of the 5 other beaches that they plan to open in Costa Rica.
While Panama is clearly one of the great choices for a lot of travel purposes, having handicap accessible amenities is not one of them.
I think this is something that is likely to change soon - but don't book any flights! with their neighbor to the West making this change.
But my advice at this point in time is, pick a different destination if you are in a wheelchair or if you have trouble walking 2 or 3 blocks on uneven ground.
